How to book a Philippine consular appointment in the US
No Philippine post charges for a booking, and neither do the consular outreach missions. Anyone selling a "slot reservation", "priority appointment" or "booking fee" for a Philippine consulate is not acting for the Philippine government.
There is one national system for passports and nine different systems for everything else. That mismatch is the single biggest source of confusion in Philippine consular services in this country, so here is the whole picture on one page.
Passports: one portal, every post
Every Philippine post in the United States books passport appointments at passport.gov.ph. Not by phone, not by email, and not by turning up.
Two rules apply everywhere: book at the post that has jurisdiction over where you live, and book one appointment per applicant, children included, because everyone gives biometrics in person.
Everything else: post by post
Dual citizenship, notarials, civil registry and visas are booked locally. This is what each of the nine career posts uses:

The eleven honorary consulates do not take consular appointments at all: they cannot issue passports, administer the oath or notarise. They are a local contact point, and the right place to hear when an outreach mission is coming.
Consular outreach: the appointment that travels to you
Posts run temporary consular missions in cities that have no office of their own — Las Vegas, Tampa, Atlanta and others. They offer passports, dual citizenship including the oath ceremony, and usually overseas voter registration.
- Passport slots open at passport.gov.ph about a month before the mission, and close three days ahead or when they fill.
- Dual citizenship applications must be mailed in before a stated deadline. Only complete applications received in time are processed, and posts ask people not to chase them.
- Voter registration usually needs no appointment.
Missions depend on the year's budget, so check your post's announcements page. The consulate directory tells you which post covers your state.
Before you book
Have your documents first. A PSA certificate ordered from Manila takes weeks to reach the United States, and a slot you cannot use is a slot wasted — at a post that releases them once a week, that is a real cost.
And check whether you need an appointment at all. PSA certificates, apostilles and the bulk of an NBI clearance involve no consular appointment whatsoever.
