From Fayetteville that is 10 h 22 min by car each way, which makes it worth checking the consular outreach schedule before committing to the drive: missions bring passport and dual citizenship services to cities without a post, and the appointments are free.

Before you plan the journey

Before booking anything, check whether your document involves a consulate at all. Three of the most common ones do not:

  • PSA certificates — birth, marriage, death, CENOMAR — come from the Philippine Statistics Authority and are ordered online.
  • Apostilles on documents issued in Arkansas come from the state’s own competent authority. Since 15 May 2019 the consulate cannot authenticate them.
  • NBI clearance is issued in the Philippines and applied for by mail; only the fingerprint card needs a consular officer.

Set against that, three things cannot be delegated or posted: passport biometrics, the RA 9225 oath, and signing a notarial document in front of a consular officer. For those, the trip is unavoidable.

Little Rock to Houston is around seven hours by road, so it is worth being sure a trip is necessary. Most of what Arkansas residents search for — PSA certificates, apostilles, NBI clearances — is handled without a consulate.
