Before you plan the journey

A large share of the trips people make to a Philippine consulate were never necessary. These three are handled entirely elsewhere:

  • PSA certificates — birth, marriage, death, CENOMAR — come from the Philippine Statistics Authority and are ordered online.
  • Apostilles on documents issued in Colorado come from the state’s own competent authority. Since 15 May 2019 the consulate cannot authenticate them.
  • NBI clearance is issued in the Philippines and applied for by mail; only the fingerprint card needs a consular officer.

What does require you in person is anything carrying your biometrics or your signature: a passport, the oath of allegiance and a special power of attorney.
