Three procedures that never reach a counter
Three of the most searched Philippine procedures in the United States are not consular procedures at all, and knowing that is worth more than knowing the opening hours:
- PSA certificates — birth, marriage, death, CENOMAR — come from the Philippine Statistics Authority and are ordered online.
- Apostilles on documents issued in Michigan come from the state’s own competent authority. Since 15 May 2019 the consulate cannot authenticate them.
- NBI clearance is issued in the Philippines and applied for by mail; only the fingerprint card needs a consular officer.
What does require you in person is anything carrying your biometrics or your signature: a passport, the oath of allegiance and a special power of attorney.
A caution on that honorary consulate: two official Philippine pages give different addresses for it — Chicago, the supervising post, lists West Bloomfield, while a Los Angeles directory page still lists Livonia. Call before visiting.
