Tennessee belongs to the Philippine Embassy in Washington, D.C. Nashville and Memphis both have established Filipino communities, particularly in healthcare, but there is no Philippine office in the state.

The consulate with jurisdiction over Tennessee

Responsibility for Tennessee sits with the Embassy of the Philippines — Consular Section in Washington, D.C., whose district takes in Alabama, the District of Columbia, Florida, Georgia, Kentucky, Maryland, North Carolina, South Carolina, Tennessee, Virginia and West Virginia, plus Puerto Rico, the U.S. Virgin Islands and most of the Caribbean. That is the only post that can process your application, whatever another office may be nearer.

From Memphis that is 16 h 7 min by car each way, which makes it worth checking the consular outreach schedule before committing to the drive: missions bring passport and dual citizenship services to cities without a post, and the appointments are free.

What you do not need a consulate for

Before booking anything, check whether your document involves a consulate at all. Three of the most common ones do not:

  • PSA certificates — birth, marriage, death, CENOMAR — come from the Philippine Statistics Authority and are ordered online.
  • Apostilles on documents issued in Tennessee come from the state’s own competent authority. Since 15 May 2019 the consulate cannot authenticate them.
  • NBI clearance is issued in the Philippines and applied for by mail; only the fingerprint card needs a consular officer.

Set against that, three things cannot be delegated or posted: passport biometrics, the RA 9225 oath, and signing a notarial document in front of a consular officer. For those, the trip is unavoidable.

Nashville to Washington is around nine hours by road; Memphis further still. Atlanta, with its honorary consulate and regular outreach missions, is considerably closer for much of the state.
